My Lord,
I have the honour to confirm my
telegram of the 19th. instant of which a copy is enclosed,
and in continuation of my Confidential Despatch of the
16th. instant, I have the honour to forward copies of the
correspondence noted in the annexed schedule, together
with a translation of an extract from the Wa Shong Yat Po
newspaper purporting to give the text of telegraphic
instructions sent to Canton by the Wai-wu-pu. It is in-
-teresting to note that in this alleged telegram the Wai-
-wupu say that the regulations against which the protest
of the British Government is directed and which have as
a matter of fact been enforced by the Cantonese Govern-
-ment with effect from the 7th. ultimo "have not been
finally settled", i.s. presumably have not yet been ap-
-proved by the Central Government at Peking. This, I
venture to think, gives point to the recommendation made
